Italy's defense industry in 1990 was fragmented and dispersed across the country. Multiple companies built helicopters, avionics, radar, and missiles, but no single Italian champion could compete with Lockheed or Boeing. European politicians wanted a champion. Consolidation began. Leonardo emerged as the unification vehicle for Italian defense capacity. Over two decades, Leonardo absorbed companies that had consolidated earlier Italian firms strategically. Consolidation wasn't about efficiency alone. It allowed Leonardo to invest in expensive infrastructure, recruit top talent, and pursue contracts requiring integrated capabilities. A helicopter division alongside electronics created new opportunities neither could achieve a loan.
